According to the Ohio Department of Education, English Learners have had significant exposure and communication experiences in a primary or home language other than English and therefore often benefit from specialized support in English to develop academically and participate equitably in school.
In accordance with the Every Student Succeeds Act (ESSA) to provide accessible instruction, caregivers of all newly enrolled students in grades K-12 complete the state's language usage survey.

Students identified as potential ELs will then take the Ohio English Language Proficiency Screener (OELPS), which is the standardized assessment used to identify English Learners. Parents are then notified of these results and offered a language instruction educational program that will meet their student's needs.
